Story is that some collector in Japan died and his assets were sold off to some shop in Japan, along with a few others that are "in the wild" right now, but by far the most interesting is the Pokemon gold demo that was at the 1997 Space World event.

The rom can be found here https://mega.nz/#!afYH2RSC!F3UK8uiyw7XfnbSwbCJ2ttfzIuP0Cbb-ln-n5-OlK2A
Spreadsheet of differences https://docs.google.com/spreadsheets/d/1B5epMdm1Wcvh33qFABpw-SO76uZt6WNSl0UsD5yq_dI/edit?usp=sharing

Some of the most interesting bits to me is that originally G/S was supposed to be representative of the whole of Japan which got divided into the regions we know in later games, that most of the Pokemon are either babies (Growlithe, Vulpix, Doduo, Grimer, Tangela, all have baby forms) or are evo's (Pinsir has an evolution, Farfetch'd has an Evo, even DITTO has an evolution!) Also Slowbro's shell was going to stop being such a moocher and move out to his own Pokeball.

This is absolutely incredible in my eyes. Definitely a 'grail' prototype for me and I'm happy it's seeing a widespread release. Unfortunately stories like this are bittersweet because it's a reminder of how much gold is hidden away waiting to emerge only when someone dies or simply disappearing due to the inevitable fate of bitrot. Hopefully since this story has spread all along the internet that it's a wake up call for some of these collectors to release the shit they have before it's too late because you know they'll never ever sell anything like this. Fat chance though.

I have read of too many instances of collectors in Japan collaborating to obstruct a purchase so something doesn't get its data dumped for me to believe it'll ever change. If you are Japanese and like video games enough to hoard them you're probably a dick. (Mind you, that aligns with a ton of dudes who are also into video games and in the West.)
